Fleet Marine Force Policy


Welcome Captain to The Fleet Marine Force!

Before moving forward, please be sure that you have read, understood and agreed to the League of Generals' Code of Conduct/Ethics, and registered with the League.

If you have completed these steps, you are now officially a Member of the Fleet Marine Force, the finest fleet in the Federation. Briefly, this post will explain what is expected of all fleet members.

1. PARTICIPATION:
A). All Fleet Officers are encouraged to attend as many fleet events as possible. All Fleet Officers are REQUIRED to attend the monthly meeting/muster. (You will be notified via multiple avenues of these events.) Participation requires the use of vent and interacting with your brother officers. You are also asked to check the website frequently for news/updates about the Fleet as well as the activities of the other divisions.
***NATURALLY WE UNDERSTAND REAL LIFE MAY PREVENT YOU FROM ABIDING BY THIS POLICY FROM TIME TO TIME. WE ASK ONLY THAT YOU MAKE US AWARE OF ANY ABSENCE AS SOON AS IS FEASIBLE****

B). Logging in and playing solo is often more enjoyable when you are simply in the mood to do so, and is not frowned upon. However playing solo EXCLUSIVELY will result in an inquiry and possible sanctions.

C). Leave of Absence: You must notify Fleet Command of any leave of absence. Because Real life happens (computers crash, vacations and employment), your leave of absence request will always be granted and honored. However, if you hold a Fleet Command Position, and are going to be absent for longer than a month, you will be asked to recommend a "Pro-tem" officer in your place. Members inactive for two months (no participation without a LOA) will be reduced to "Candidate" Rank. At three months of AWOL, your membership in the fleet will be terminated.
***We make every effort to stay in contact to ensure that you are never 'accidentally' sanctioned, but the responsibility for communicating is on the individual Fleet Officer.

D.) When you Log in to the Game make your presence known via the Fleet Chat Channel.

2.) IN GAME CONDUCT:

A.) YOU, THE PLAYER: In ventrilo, we encourage friendly banter, trash talking, competitiveness, and joking. We do NOT under any circumstances, however, tolerate ANY form of racism or discrimination. We do not tolerate abusive conduct toward any brother officer, nor guests who may be in Vent.

1. If, at any time, you have a grievance or are just not happy with some things, you are encouraged to speak directly, whenever possible, to whatever party you may have issue with (Including Command Staff). If you cannot resolve your issue, you may call on the Command Staff to mediate. If your issue is with Command Staff, then you have the right to request mediation from the Joint Chiefs of Staff of the League. NEVER "gossip" with other fleet officers. Most importantly, NEVER trash the Fleet or League to STO Players outside the Fleet. Violation of this section will result in immediate expulsion. REMEMBER: The JCS maintains an open-door policy. If you need to discuss an issue with them, you are welcome to do so at any time. However the JCS, Like the Fleet, respects the Chain of Command and encourages you to use it.

2. Honor your word. the Motto of the League is Honor and Might. We require honesty and HONORABLE conduct at all times. If you commit yourself to an event or project for the Fleet, we will hold you accountable. Never abuse the bank system and never deal unfairly through the Exchange as this constitutes an exploit (which is FORBIDDEN in the League and the Fleet) and brings shame to our good name.

3. The Fleet Bank provides you, the player with access to equipment, tools, weapons, items and even in-game currency. Your Fleet Rank determines how much you may withdraw during any given time frame. However, if there is anything you need to enhance your gaming, we have an experienced Quartermaster who can access anything you need from the bank. You may contact anyone in the Chain-of-Command to request withdrawals (if you cannot access them yourself) and we will respond promptly. The bank is supported by every member of the fleet and depends entirely on donations. Our Fleet is, and always has been, generous in depositing items to the Bank. Please remember that once you donate any item to the Fleet Bank, that item becomes the property of the Fleet. The Bank is run on the honor system, and HONOR is something we take very seriously. Any attempt to defraud the Fleet or abuse the resources will be met with immediate and severe consequences.

B). YOU, THE CAPTAIN: All officers will maintain the dignity of the Fleet and the League. Make sure your officers follow the Uniform Dress Code (Outlined in the Post titled, FMF Uniform Code). Always wear the Fleet insignia on your uniforms and your ships. Name your ship and Captain anything you wish, but do so tastefully. Ship or Character names that are racist, inflammatory, vulgar or promote the use of illegal substances are strictly forbidden!
Add no "Special" Abbreviations or acronyms to your captain or vessel unless approved by Command Staff. For Example, many vessels will be named, "USS Booger-Omega Group." Only the name and registry numbers should appear on your hull ("USS Booger"). Likewise do not "Title" yourself with any title not provided by the Fleet or STO. "Dr. Sabynn" would not be acceptable without prior consent from Fleet Command.

Always respond to ANY Call for help from: (In this Order) 1. a Brother Fleet Officer, 2. Officers belonging to an Allied Fleet 3. Non-FMF officers without a Fleet, 4. Non-FMF Officers that are in another fleet.

In PVP, be gracious in Victory or Defeat. We are Elite Officers and our conduct must reflect this.

Whenever you have opportunity, assist officers outside of our fleet, asking nothing in return. This is the public relations policy of the Fleet. Our reputation is that of Officers who always help with no ulterior motives: Selflessness!

In fleet action combat, any member of the "team" may be appointed to command (Not always the most senior officer in the Fleet). Obey the instruction/orders of any such "tactical command." This has proven to be the secret to our successful teamwork when the fight is a tough one.

When aiding junior officers on missions, patrols, DSE's etc., remember to assist; not take over. Any loot you pick up during such combat goes to the Junior officer, and should be given over to him/her as soon as possible.

Always show due courtesy to Officers whether of Superior grade or Subordinate.

The League of Generals is the "In Game" Starfleet Command, in that they may from time to time issue conditions or terms to all League members, and the Fleet Command will often confer with them to expand the functions of the STO players/scenarios/and games. Any League member of the Joint Chiefs, when in game is to be respected as a senior officer regardless of their in game rank, as they represent Starfleet Command.

Fleet ranks

Candidate: Entry level, probationary status. New recruits are not considered full members at this rank. It may also be used as a disciplinary rank or “brig.” New candidate must remain a candidate for 14 days prior to being promoted to Officer status. It is advised to use this time to get signed up to www.leagueofgenerals.com, acquire, configure, and use Ventrilo, read, understand, and agree to all terms and conditions of guild membership, transfer or incorporate all alternate characters into this fleet, and comply with uniform requirements. Candidacy period may be longer or shorter based on various factors and is up to the command staff to determine whether lengthening or shortening a candidate’s probationary period may be merited. Starfleet rank required: ANY. Permissions: Fleet Chat. Bank Permissions: Withdraw 1 uncommon item daily, and 1000 EC daily.

Officer: Low-ranking fleet member in good standing with the fleet. Objectives required to attain the rank of Officer are to have signed up for LG membership, agreed to and understood the COE and COC, have made a satisfactory introductory post on the website, have configured and successfully participated in Ventrilo on a regular basis during candidacy period, and must show his/her fleet uniform to his/her commanding officer (BGC, or XO) and received approval on said uniforms. Member must have all listed alternate characters enrolled in the fleet. An Officer must have participated regularly in-game and on Ventrilo during the candidacy period. Minimum Starfleet rank required: Lieutenant 1. Permissions: Fleet chat. Bank Permissions: Withdraw 2 uncommon items daily, and 2000 EC daily.

Staff Officer: Staff Officer is a mid-level fleet member in good standing. Has met and regularly complies with fleet membership requirements, as stated above. The PLAYER must regularly contribute to the fleet bank as a show of good faith, but does not have to do this on every single character. Staff Officers may be assigned to mentor a lower-ranking fleet member. Staff Officers are also expected to participate on occasion in missions at Advanced or Elite difficulty. Showing proof of two space and two ground injury accolades is a requirement to advance to Senior Officer. Staff officers are also expected to begin recruiting new quality members into the fleet. Recruiting a quality player who makes it out of candidate status will be a requirement to advance to Senior Officer. Minimum Rank: Commander 1. Permissions: Fleet Chat, Invite to Fleet, Fleet Mail. Bank permissions: Withdraw 5 uncommon items daily, and 5000 EC daily.

Senior Officer: A higher level fleet member in good standing, showing exceptional team play, sportsmanship, and participation. Must have achieved two space and two ground injury accolades showing he/she is willing and able to take on a challenge. Must have recruited at least one fleet member who makes it past Candidate rank. Must contribute to the fleet bank regularly, even if it’s just a small donation. Minimum Starfleet rank: Captain 1. Permissions: Fleet Chat, Invite to Fleet, Fleet Mail, Create new Fleet event, Take over event from lower rank. Bank Permissions: Withdraw 10 uncommon items daily and 10000 EC daily.

Flag Officer: Highest earned fleet rank shy of command staff. Must be an outstanding member in good standing with the fleet and guild, regularly participating in events and with other fleet members, shows selflessness, intelligent ferocity, and overall good conduct. Must have completed at least two STF’s, or one STF and one Fleet Action at level 41 or above with other fleet members. Must be meeting all other participation requirements regularly as stated above, and must have met all previous rank requirements. Minimum Starfleet rank: Rear Admiral 1. Permissions: Fleet Chat, Fleet Mail, Fleet Officer Chat, Set MoD, Invite to Fleet, See Officer comments in fleet roster, Change Officer comments in fleet roster, Create new fleet event, take over fleet event from lower/equal rank, remove fleet event. Bank Permissions: Unlimited withdraw/deposit, limited management.

Chief of Staff: Outstanding member in good standing with the fleet and guild. Hand-selected by Co-commanders/commodores. Fleet members of a rank lower than Flag officer may be assigned to this position, or to a position requiring rank 6 permissions. Chiefs of Staff may receive assignments by their commodore( and assume a command role when no commanding officer is present, making decisions and speaking on behalf of their direct commanding officer (What would my BGC say/do?). Communicates effectively with commodores on all fronts. Exceeds all expectations of previously mentioned fleet requirements and shows overall good conduct. Minimum Rank: Rear Admiral 5 (or lower if so desired by commodores). Permissions: Fleet Chat, Fleet Officer chat, Fleet Mail, Set MoD, Demote/Promote lower ranks, Invite to fleet, rename fleet bank repository, buy fleet bank repository, set fleet bank permissions, see/change officer comments in roster, Create new fleet event, take over fleet event from lower/equal rank, remove fleet event, set recruiting information. Bank permissions: Unlimited

Commodore: Commanding officer of a battlegroup, highest rank in fleet. Co-commander in the guild, hand-selected by LG JCS, and therefore, a member in outstanding status. Communicates with JCS and co-leaders when appropriate. Distributes assignments to lower-ranking members, routinely hosts fleet events and monthly meetings, has divisional editing permissions on LG website. Minimum Rank: VA1 (you ought to have one VA if you’re a co-commander for crying out loud!). Permissions: ALL. Bank permissions: Unlimited.

Non-Aggression and Mutual Assistance

EFFECTIVE: UPON SIGNATURE OF TREATY

SECTION ONE

ARTICLE 1. AFFIRMATIONS: The signatories to this Treaty do affirm that they are duly and properly vested with the authority to represent the interests, without contradiction, of the Fleet to whom they belong. Further, these signatories attest that they enter into these treaty stipulations without coercion, mental evasion, deception, intent to defraud, freely, and with honorable intentions to fulfill all stipulations of this treaty. Signatories further attest and affirm that the fleet whom they represent is an entity capable of fulfilling and complying with the stipulations of this treaty. Signatories to this treaty affirm that their Fleets will at all times, behave in an honorable manner, never cheating or engaging in exploitation, duplicity, or any other conduct that would besmirch the reputation of any other signatory to these accords.

ARTICLE 2. DURABILITY: All parties shall be bound to this Treaty for as long as their Fleets are capable of fulfilling the terms of this treaty. Specifically, that this treaty shall remain in force for one calendar year, and is renewable each year in perpetuity. There is no sunset provision contained in this treaty. This treaty shall be reviewed and, if necessary, revised after remaining in place for one calendar year. The treaty shall be ratified yearly by the leadership of each Fleet's representative by witnessed verbal confirmation, with no new signature required.

ARTICLE 3. APPLICABILITY: All signatories do hereby make notice and affirm that all members of their respective fleets shall read and express their understanding of all provisions contained herein. Further each Fleet shall be responsible for their fleet members compliance with the terms of this Treaty. All Fleet Officers belonging to signatory Fleets will be subject to the terms of this Treaty.

SECTION TWO

ARTICLE 1. NON-AGRESSION: No member of a fleet, constrained by this treaty shall take any action of aggression against another officer so constrained. No officer subject to this treaty shall solicit a third party to commit acts of aggression against any other officer subject to this treaty. Signatory Fleets shall enter into no other treaty with a faction hostile to any other signatory. EXCEPTION: Only in instances of Mutual Training Exercises shall signatories to this treaty take aggressive action AND THAT during such training evolutions no excessive force be used that would cause lasting harm to any other signatory fleet officer.

ARTICLE 2. MUTUAL ASSISTANCE & COOPERATION:

SECTION 2a: NON-INTERFERENCE: Each Fleet shall refrain at all times from seeking to interfere with the internal operations of signatory Fleets. The governance, recruitment policy, and mission parameters of each Fleet is sovereign and sacrosanct to that Fleet. No signatory to this treaty shall, by act or inaction interfere with the operations, strategic, tactical or administrative, of any other signatory to this Treaty. No Signatory or officer subject to this treaty shall ever attempt to recruit an officer from an allied Fleet. Nor shall any officer subject to these accords attempt to counter-recruit a prospective candidate officer.

SECTION 2b: ADMINISTRATIVE: Signatories to this treaty agree to share their administrative knowledge, and, with the consent of the parties involved, administrative resources. Parties agree to provide training to administrative personnel for signatories upon request, provided there be no conflict of interest. With the permission of the Communications Systems Administrators (Ventrillo, etc.), parties shall share in their communication resources to better facilitate coordination between signatories. A Chat route of communication, herein titled “ALLIANCE,” shall be created for the use of all signatories.

SECTION 2c: RESOURCES: Requests for sharing of physical resources, shall always be granted, provided such request does not cause undue harm to the party receiving the request. Any such request shall first rise through the chain-of-command of the requesting party and addressed to the command staff or the duly appointed representative of the party to which the request has been made.

SECTION 2d: MILITARY ACTIONS: Signatories to these accords agree to, whenever possible, lend military aid to any other signatory including, but not limited to: Responding to distress calls from any officer or unit subject to this treaty, lending aid in Fleet Actions, Special Task Force Missions, or PvP unless such aid is unavailable or would cause harm to the signatory to whom the request is made. The officer in command of any such combat operation shall remain in command of that operation regardless of the rank or position of any officer in the responding fleet. The officer in command may, at his/her own discretion yield tactical command to an officer in the responding fleet. In such instance, members of all fleets involved will obey the orders of the officer in command regardless of Fleet affiliation. All officers not involved in critical missions shall cease ALL OTHER business and respond with all due haste to a distress call from any party to this treaty.

SECTION 2e: INTELLIGENCE FUNCTIONS: All parties to these accords shall agree to share intelligence regarding the state of the game, dishonorable fleet units (those using cheats, exploits, hacks), location of resources, Starfleet Officers who have been expelled due to dishonorable conduct, and all other intelligence vital to successful operations. The free exchange at the operational level is encouraged, and formal sharing of intelligence shall take place at the Command Level.

SECTION THREE

ARTICLE 1. PROTOCOL: All parties subject to this treaty shall make every effort to become familiar with the Military Protocols of Allied Fleets, and when conducting formal business, conform to the host Fleet's Protocols and Traditions.

ARTICLE 2. HONORS: Starfleet regulations regarding honors accorded officers will be adhered to at all times by all signatory fleet officers.

SECTION FOUR

ARTICLE 1. VACATING OF TREATY: Any signatory of this treaty may withdraw his or her Fleet from these accords at any time. A formal, written Declaration of Intent to Vacate must be submitted to all other Signatories. Any Officer, withdrawing from, or expelled from a signatory fleet is no longer subject to these accords.

ARTICLE 2. ENFORCEMENT OF TREATY: Violation of these accords by any officer of any signatory Fleet will be sanctioned or punished according to the Justice System of the violator's Fleet. Such disciplinary action shall be conveyed to all signatory Fleet Commands. Violations of these accords as a result of a Fleet's Official Policy shall be immediately addressed by the Command Staff of all Signatory Fleet Units at a Summit to be held as soon as possible.

SECTION FIVE

the undersigned do hereby attest that they have read and understood this instrument in its entirety, and do further attest that they shall honor all terms and conditions contained herein. Further, they swear and affirm that they shall make all officers of their respective fleets aware of this treaty and its terms, and shall enforce this treaty throughout their respective fleets.

Commanding Officer Dress Code

Fleet Marine Force

This memo is subject to change without notice.

1.While carrying out your day-to-day duties aboard ship, the Commanding officer and his bridge crew shall, at the discretion of the Commanding Officer select one of the following:

A. Any uniform with traditional Star Trek Divisional Colors
B. Any uniform with FMF Colors (Khaki Top, Dark Olive Trousers/skirts

2.While conducting diplomatic functions or attending formal functions (Fleet Meetings, e.g.) OR while aboard a Federation Installation or visiting another Officer's Ship:

A. Dress Whites: White Top, White Cloves, White (unbloused) Trousers, and White Shoes. Starfleet Emblem and Rank in Gold, Trim (if worn) in Gold.

B. Dress Blues: Darkest Blue Top and Trousers/shirts, No Gloves, Black Shoes Rank and com-badge in Gold.

C. Traditional Star Trek Dress Uniforms from any era in traditional Colors.

3.Away Team: Exploration or Combat: Armor/Kits may be worn. FMF Colors on any sanctioned Uniform may be worn. “Tactical Ops” (Mercenary) Uniform may be worn.

4.AT NO TIME WILL ANY OFFICER OF THE FLEET MARINE FORCE WEAR ARMOR AND/OR KITS AS A UNIFORM ABOARD ANY STARFLEET INSTALLATION OR VESSEL UNLESS IN COMBAT.

***This Uniform Code may be seen by some as a Role-Play function. We see it as both Game Immersion and a Recruiting Tool. If you absolutely feel that adhering to the Uniform Dress Code deprives you of enjoying the game, then you may dress as you wish without sanction. We do, however, request that you speak to leadership about this concern.*** (The only part that is absolutely mandatory is Article 4.)
